Free sale certificates (FSCs) and free sale statements (FSSs)

If you export food products manufactured in New Zealand, you may need a Free Sale Certificate (FSC) or a Free Sale Statement (FSS). Some dairy products also require product registration certificates.

Free sale certificates

FSCs are consignment-based documents provided to facilitate trade in markets that require a statement about the safety and suitability of the food and food-related products you are exporting. The importer in the destination country can tell you if an FSC is required.

Applying for an FSC

You can apply to MPI for an FSC using the CERT2 form. So MPI can prepare your certificate quickly and accurately, type all information and email the completed form as a Word document.

Before MPI can issue an FSC, the manufacturer needs to provide a declaration confirming that the product meets all applicable standards for food safety and suitability, by completing a CERT3 Manufacturers Declaration form.

Ask the manufacturer(s) to type all information and email the completed form to you as a Word document. Hand-written or scanned applications will take longer to process.

Free sale statements

If a destination market requires food products to be registered, you can apply for an FSS to facilitate trade in that market. FSSs exclude wine and animal products not exempt under clause 17 of the Animal Products (Exemption and Inclusions) Order 2000.

You can apply to MPI for an FSS using the CERT4 form. So MPI can prepare your certificate quickly and accurately, type all information and email the completed form as a Word document. Hand-written or scanned applications will take longer to process.

New client registration

If this is the first time you are applying for an FSC or an FSS then you must also register with MPI's Auckland Certification Office. Complete the CERT1 form and email it to the Auckland Certification Office. You can email it together with your application.
