What our fees cover
The Ministry for Primary Industries (MPI) calculates fees on a cost-recovery basis. Activities and services we charge for include:
- registering you as an exporter
- providing Free Sale Certificates or advice statements for your products.

Registering as an exporter
To export fruit wine, cider, mead, non-NZ grape wine, and wine products, you need to register as a wine exporter. In some cases you may need to pay additional hourly rates for assessment services.

Free Sale Certificate and Free Sale Statement costs
There is no certification programme for fruit wine, cider, mead, non-NZ grape wine, and wine products.
Some export markets may instead seek a Free Sale Certificate (FSC) or a Free Sale Statement (FSS) to confirm your wine complies with New Zealand standards.
MPI will charge you $50 excluding GST ($57.50 including GST) for each FSC, and $32 excluding GST ($36.80 including GST) for each FSS.
Risk-based measures
If you want to export fruit wine, cider, mead, or wine products, your product must be made under a 'risk-based measure'. This is either a Food Control Plan, a National Programme, or a Wine Standards Management Plan (WSMP). The same applies to non-New Zealand grape wine that has been processed and/or packaged in New Zealand.
If you're the wine producer or packager, you'll need to pay MPI to register or amend your risk-based measure. If you're exporting wine made by someone else, you won't need your own risk-based measure.
Do you make other food or beverages (such as beer) as well as wine?
You don’t need a WSMP to make or export wine if:
- you have a National Programme or Food Control Plan under the Food Act 2014, and
- no official assurance or export eligibility requirements apply to your wine.
You will still need to register as an exporter.
Verification
You will have to pay an MPI recognised agency to verify your WSMP each year.
