24 August 2018 – Amendment to the new IHS

MPI has made some minor changes to the IHS for Vehicles, Machinery and Equipment that was released on 9 August 2018.

Since this IHS was issued, we've received a range of questions around what goods are under the IHS's scope.

MPI has made some minor changes to the IHS to clarify:

  • goods under the IHS
  • types of identifiers that MPI-approved systems should have on their vehicles and machinery
  • definition of 'equipment' – this was previously defined under both 'machinery' and 'equipment' causing confusion. Wording referring to 'equipment' has now been removed from the 'machinery' definition.

The IHS for Vehicles, Machinery and Equipment was reissued as of 24 August 2018 and the amendments listed in the document history table. Other details have not changed.

We are working with overseas government agencies, embassies, shipping lines, exporters, importers, and vehicle and machinery associations affected by the new requirements to ensure they are ready to comply.

9 August 2018 – Final IHS issued

The new import health standard for vehicles, machinery and equipment was released. It will come into force on 1 September.

A review of submissions received during the consultation and MPI's response to the issues raised is also available.

25 July 2018 – Provisional release of IHS

The Director-General for the Ministry for Primary Industries has released a provisional Import Health Standard (IHS) for Vehicles, Machinery and Equipment. We’ve provided a copy to those that made submissions during consultation. They now have 10 working days to notify the Director-General if they want an independent review. If there are no notifications, the IHS will become final on 9 August 2018.

21 June 2018 – Consultation extended

Consultation on proposed changes to the Import Health Standard (IHS) for Vehicles, Machinery and Equipment now closes at 5pm on 2 July 2018.

MPI is consulting on the changes made to parts 3.1 and 3.4 of the Import Health Standard (IHS) for Vehicles, Machinery and Equipment.

These parts now cover requirements for:

  • used machinery and wire cable from all countries
  • management of new and used vehicles and machinery from Japan.

We're inviting your feedback on the consultation documents by 2 July 2018.

MPI will assess all feedback and include relevant points before the amended IHS is issued. 

Submissions are public information

Any submission you make becomes public information. Anyone can ask for copies of all submissions under the Official Information Act 1982 (OIA). The OIA says we must make the information available, unless we have a good reason for withholding it. You can find those grounds in sections 6 and 9 of the OIA. Tell us if you think there are grounds to withhold specific information in your submission. Reasons might include, it's commercially sensitive or it's personal information. However, any decision MPI makes to withhold information can be reviewed by the Ombudsman, who may require the information be released.

Background to consultation

MPI has been reviewing the Import Health Standard (IHS) for Vehicles, Machinery and Tyres since the end of 2014. We consulted on the draft IHS and related documents in May 2015 and December 2017 (when it was renamed the IHS for Vehicles, Machinery and Equipment). 

Since March 2018, MPI has made further changes to the IHS and Guidance Document for Vehicles, Machinery and Equipment. These changes are to manage the changing risk profile of vehicles, machinery and equipment from all countries of importation, especially Japan. MPI is now consulting on the changes.
