MPI is looking for feedback on a series of proposals for changing the way that MPI recovers costs from individuals and industries in order to provide essential food safety and biosecurity services.
New Zealand’s biosecurity and food safety systems are critical to the operation and viability of our country’s primary industries and to ensure the safety of consumers of New Zealand products both at home and abroad.
Why is this review being proposed?
This consultation marks the first review of fees for the biosecurity system since 2011 and the first review of food safety fees since 2008.
Since the last review of fees there has been:
- an increase in imports and exports
- an increase in the number of food businesses
- changes to trading patterns which means MPI has had to provide new and improved services
- increasing inflation pressure which means the real cost of delivering services is also increasing.
In addition, the different systems for recovering costs from industry were not developed at the same time which, over time, has led to inequities in current charges. This means that there is the possibility that some businesses are paying more than their fair share and some are paying less. The proposed updates have been designed to address these inequities and ensure all industry – large and small – is treated fairly.
What’s being proposed?
At a glance, MPI is proposing to:
- update over 250 biosecurity and food safety fees, charges and levies
- change regulations to ensure fairness, clarify intent and reduce red tape
- increase the amount recovered from industry for biosecurity by $6.0 million to $36.4 million in 2015/16
- increase the amount recovered from industry for food safety by $6.8 million to $62.1 million in 2015/16
Consultation
Public consultation on the proposed updates is being held from 19 January to 20 February. During this time we will be holding presentations around the country. If you are interested in attending one of these presentations, please refer to the table below. These presentations are open meetings and there is no need to RSVP.

Making a submission
Instructions on how to make a submission can be found here. [PDF, 169 KB] The deadline for submissions is 5pm on 20 February 2015.
There are a number of ways to make a submission. You can make a submission via our online survey tool. Simply click on the link below and follow the instructions. You do not have to use the survey tool, however you may find it more straightforward than drafting your own response.

Equal weight will be given to submissions made by any of the channels referred to above.
Please note that your submission is public information. Submissions may be the subject of requests for information under the Official Information Act 1982 (OIA). The OIA specifies that information is to be made available to requesters unless there are sufficient grounds for withholding it, as set out in the OIA. Submitters may wish to indicate grounds for withholding specific information contained in their submission, such as the information is commercially sensitive or they wish personal information to be withheld. Any decision to withhold information requested under the OIA is reviewable by the Ombudsman.
