Performance standards
A flowchart is available to show the process for an organisation to apply for a new code of ethical conduct.
Performance standards for independent reviews were issued by notice in the Gazette on 20 July 2022.

Reviewer's checklists
Template checklists are available for reviewers. These provide possible questions that reviewers could ask code holders and animal ethics committees. The checklists don't provide a complete list of questions and not all questions apply to every situation. Reviewers may ask questions that aren't in the checklists.

Become an accredited reviewer
We are looking for people with relevant experience to join the team of independent reviewers.
Part 6 of the Animal Welfare Act 1999 outlines specific obligations for individuals and organisations (code holders) who use animals for research, testing, and teaching (RTT) purposes. To lawfully undertake RTT activities, code holders are required to apply for and maintain a code of ethical conduct (CEC). Code holders are required to have their compliance with the CEC reviewed by an accredited reviewer every 5 years if they intend to continue using animals in RTT.
It is important that independent reviewers have knowledge and experience across:
- the Animal Welfare Act 1999 and related legislation
- the use of animals in research, testing, and teaching (Part 6)
- auditing processes (and associated training).
Candidates should also have:
- excellent communication and interpersonal skills
- the ability to maintain confidentiality, impartiality, and independence.
If you are interested in becoming an accredited reviewer for codes of ethical conduct, contact the animal welfare science team and we’ll talk you through the process. Email us at animalwelfare@mpi.govt.nz
