Specified Foods for Human Consumption Containing Animal Products

The Ministry for Primary Industries (MPI), New Zealand has developed a provisional version of an import health standard for Specified Foods for Human Consumption Containing Animal Products (EDIPROIC.GEN).

This provisional version of the import health standard is being made available to persons consulted under section 23(3)(b) of the Biosecurity Act 1993.

A person consulted under section 23(3)(b), and that made a submission has 10 working days from the date this notification is sent o notify the Director-General of MPI if they intend to request an independent review in accordance with the Biosecurity (Process for Establishing Independent Review Panel) Notice 2012 (“the Gazette Notice”) published in the New Zealand Gazette on 22November, 2012 on page 4051 for the purposes of section 24 of the Biosecurity Act.

A person seeking a review must be eligible to do so under the Gazette Notice. The Gazette Notice can be viewed at the following website: Independent review under section 24

If no person notifies the Director-General of an intention to request an independent review by August 14, this import health standard will be issued on August 20.

When the import health standard is issued a further notification will be distributed via this mailing group.

Original consultation

The New Zealand Ministry for Primary Industries (MPI) is consulting with interested parties in accordance with section 23 of the Biosecurity Act 1993 (the Act) and MPI’s consultation policy before issuing or amending (other than of minor/urgent nature) import health standards (IHS) under sections 24A and 24B of the Act. An IHS specifies import requirements that must be met either in the country of origin or of export, or during transit, before biosecurity clearance can be given for the goods to enter New Zealand. MPI must ensure that these requirements are technically justified and provide an appropriate level of biosecurity protection.

Submissions received by the closure date will be considered for the final issue of this import health standard. Submissions received after the closure date may be held on file for consideration when the issued standard is next revised/reviewed.

The OIA specifies that information is to be made available to requesters unless there are sufficient grounds for withholding it, as set out in the OIA. Submitters may wish to indicate grounds for withholding specific information contained in their submission, such as the information is commercially sensitive or they wish personal information to be withheld. Any decision to withhold information requested under the OIA is reviewable by the Ombudsman.
