A new agent-based simulation modelling (ABM) tool for use in model-based management strategy evaluations (MSE) is described. This tool was designed to match the complexity of New Zealand snapper stock assessment models and is therefore capable of generating CPUE, catch at-age and length, and tag release and recovery observations. With only minor structural changes the current ABM simulator could also be used to undertake model-based MSEs for most of New Zealand commercial fish stocks.
