In 2012, MPI commissioned Occam Economics Ltd to provide a cost benefit analysis of the proposed Import Health Standard (IHS) for vessel biofouling. The proposed IHS was tested against a baseline of applying a voluntary standard. The benefits of avoided impacts of introduced species outweighed the additional cost associated with the IHS, with approx. $1 cost returning $23 - $25 in benefit. Sufficient benefits would accrue to cover costs accumulated within the first 10 years of the standard
