In 2006 the Government introduced the Permanent Forest Sink Initiative (PFSI) as the first scheme to offer a market-based approach to increasing carbon sinks and help offset New Zealand’s greenhouse gas emissions. In 2013, a review of the scheme was undertaken with existing PFSI participants and other stakeholders to understand their views on and ideas for the scheme and potential improvements that could be made. This paper presents the resulting proposals for improving the scheme, for consultation.
