Forest Products Export Standards - Phytosanitary Requirements of Malaysia

Logs

Import Permits or Declarations	Import permit required. Additional declarations as specified on the Import Permit. Additional declarations (may be as follows): i. The issuance of this PC is based on the Malaysian Import Permit (IP) reference number: MAQxxxxxxxxxxxxx and/or treatment certificate number: xxxxxxxxxx ii. The consignment has been inspected and declared free from soil, live pests (under the family of Lyctidae, Bostrichidae, Cerambycidae (longhorn beetles), Formicidae, Siricidae, Lymantriidae, Anobiidae, Scolytidae, Platypodiae, Buprestidae), diseases, weed seed contaminants and regulated articles. Note: Bursaphelenchus xylophilus is not known to occur in New Zealand.

Fumigation	Conditions on the import permit may include the following fumigation options: Methyl bromide 64 g/m³ for 24 hours at 21 °C and above; Methyl bromide 72 g/m³ for 24 hours at 16 °C to 20 °C; Methyl bromide 80 g/m³ for 24 hours at 11 °C to 15 °C. Note: The target of the fumigation must not be wrapped in or coated with materials that are impervious to Methyl bromide. Fumigation with Methyl bromide should not be carried out at or below 10°C. OR Sulphuryl fluoride 64 g/m³ for 24 hours at 21 °C minimum temperature at natural atmospheric pressure; OR Ethylene oxide 1500g/m³ for 4 hours at 50°C under initial minimum vacuum of 50Kpa; Ethylene oxide 1200g/m³ for 5 hours at 50°C under initial minimum vacuum of 50Kpa; Ethylene oxide 1500g/m³ for 24 hours at 21°C under initial minimum vacuum of 50Kpa; OR Phosphine 5g/m³ for 120 hours (can also be done during cold season); OR Cyanogen (C2N2) 100g/m³ for 24 hours; Note: All fumigation treatments must be ventilated at or below threshold limit value of the fumigant before export (except phosphine). Heat treatments	Conditions on the import permit may include the following requirements for kiln drying: Moisture content of less than 20% based on oven-dry weight or mass, and minimum core timber temperature of 56 °C or above for a minimum of 30 minutes. The following durations in relation to timber thickness may apply: 4 hours for timber 0mm - 25mm thick; 6 hours for timber 26mm – 50mm thick; 8 hours for timber 51mm – 75mm thick; 10 hours for timber 76mm – 100mm thick; 14 hours for timber 101mm – 150mm thick; 18 hours for timber 151mm – 200mm thick; More than 18 hours for timber over 200mm thick. Treatment time commences once the temperature and humidity in the chamber and the core temperature of the timber have stabilised.
Preservative treatments	Conditions on the import permit may include dipping or pressure impregnation with pesticide.

General

Wood/ Timber - Chips

Import Permits or Declarations	Import permit required.
Certification Requirements	Phytosanitary certificate required. From 1 August 2024 phytosanitary certificates must be issued within 14 days before the date of export from New Zealand.
Prohibited Importations	Importation of wood mulch is prohibited unless is approved by The Organic Material and Micro-organism’s Technical Committee.
Bark	Free from bark.
Insects	Free of quarantine pests.
Fungi	Free of quarantine pests.
Soil	Free of organic or non-organic extraneous material (eg. Leaves, soil, plastic, rubbish). A contamination rate no greater than 0.01% w/w extraneous material is acceptable.
Other	Bulk shipments must be in lots of no more than 2m³ and must be packaged in clear plastic wrapping. If not in bulk, shipment must be in a manner that prevents infestation and/ or contamination by pests. Examples of acceptable packaging include plastic wrapping, 6 sided boxing and closed shipping containers.
Pre-Shipment Inspections	Verification inspection required.
Approved Pre-Shipment Treatments	Import permit conditions may require treatments to be conducted no more than 14 days prior to export to Malaysia.
Fumigation	Conditions on the import permit may include the following fumigation options: Methyl bromide 48g/m³ for 24 hours at 21°C and above; Methyl bromide 56g/m³ for 24 hours at 16°C to 20°C; Methyl bromide 64g/m³ for 24 hours at 11°C to 15°C. Note: Fumigation with Methyl bromide should not be carried out at or below 10°C. Phosphine at 4g/m³ for 120 continuous hours at 21°C minimum temperature.

Certification Requirements	Phytosanitary certificate NOT required. Phytosanitary certificate required for veneer over 6mm thick. From 1 August 2024 phytosanitary certificates (if required) must be issued within 14 days before the date of export from New Zealand.
