Why do potatoes have extra export requirements?
These steps are to stop pests and diseases being carried on export potatoes.
They are on top of the things you need to do to export any fresh vegetables. This includes contacting an independent verification agency (IVA) and registering for a phytosanitary certificate.
Steps to export fresh vegetables
Official Assurance Programme
The extra steps are part of the Official Assurance Programme (OAP).
An OAP is an agreement between governments. It assures an overseas market that New Zealand exporters have met the market's phytosanitary (plant health) requirements.
We create OAP documents to let you know:
- the overseas market's requirements
- the extra steps each party involved with exporting potatoes needs to take.
Examples of extra steps are:
- registering a growing site or storage facility
- having a growing site inspected for pests or diseases.
What you need to do
Step 1: Get access to the OAP document
The OAP document contains commercially sensitive information. To access it, you need to get a RealMe login and register with us.

Step 2: Register for the OAP for export potatoes
New Zealand has an OAP with overseas markets to help stop:
- potato cyst nematode (Globodera rostochiensis and Globodera pallida) (PCN)
- potato wart (Synchytrium endobioticum).
You need to register your production site for the potato cyst nematode and potato wart OAP if you:
- grow potatoes for export
- operate a facility to pack or store potatoes for export
- transport potatoes for export
- export potatoes.

Step 3: Find registered people and organisations to work with
If you need to work with others to complete the export chain, they need to be registered for an OAP.
