What our fees cover

This page covers the fees charged for organic products. Services you may need to pay for include:

• registering as an organic exporter
• export certificates
• programme implementation

All fees and charges you pay to the Ministry for Primary Industries (MPI) are calculated on a cost-recovery basis. You will also need to pay for services provided by third-party agencies.

Registration as an organic exporter

An annual fixed charge. Details of the fee are also on the form.

Programme implementation fee

Official organic assurance programme (OOAP) fees cover costs for:

• development
• implementation
• administration.

The amount to recover is reviewed each year and is currently $315,000.

The fee varies because it is based on the free on board (FOB) value of consignments exported under the OOAP during the financial year.

The FOB value is the total value of:

• exported goods
• cost of packaging
• cost of transporting within New Zealand.

We are unable to estimate what the charge out fee per year will be until all the declarations have been received. The average fee for the past five years (from 2018/19 to 2022/23) is $22.55 per $10,000 FOB.

MPI uses the FOB value declared to calculate how much each registered organic exporter needs to contribute to the programme implementation fee.

MPI invoices registered organic exporters twice a year, in January and June.

Official organic assurances

Official organic assurances with an MPI organic export certificate apply to:

• European Union
• Great Britain
• Japan
• Switzerland
• Taiwan.

USA has official organic assurances without an MPI certificate.
