Review of sustainability measures, deemed value rates and other management controls for the 2013/14 fishing year

The Minister for Primary Industries has recently made decisions on sustainability measures, and other management controls, for selected fish stocks for the 1 October 2013/14 fishing year. The Minister’s decision letters provide the details of, and reasons for, his decisions. These decisions generally come into force on 1 October 2013; however, decisions regarding recreational bag limits and minimum legal size in the Snapper 1 fishery (SNA1) are expected to come into force from 1 April 2014.

Consultation

The Ministry for Primary Industries (MPI) seeks feedback from stakeholders and tangata whenua on proposed changes to the sustainability measures and management controls for the following fish stocks:

1. Bluenose (BNS 1, 2, 3, 7, 8) : a proposal to decrease the total allowable catch, and total allowable commercial catch.

2. Kingfish (KIN 7) : a proposal to increase the total allowable catch, and total allowable commercial catch

3. Snapper (SNA 1) : a proposal to review the total allowable catch, recreational allowance, Maori customary allowance, and total allowable commercial catch

4. Snapper (SNA 7): a proposal to review the total allowable catch, recreational allowance, and total allowable commercial catch

5. Leatherjacket (LEA 3) : a proposal to increase the total allowable catch, and total allowable commercial catch

6. Oyster (OYS 4) : a  proposal to increase the total allowable catch, and total allowable commercial catch 

7. Sea Perch (SPE 1) : a proposal to increase the total allowable catch, and total allowable commercial catch 

8. Scampi (SCI 2) : a proposal to increase the total allowable catch, and total allowable commercial catch 

9. Hoki (HOK 1) : a proposal to increase the total allowable catch, and total allowable commercial catch 

10. Ling (LIN 5, 6, 7) : a proposal to increase the total allowable catch, and total allowable commercial catch 

11. Orange Roughy (ORH 3B) : a proposal to increase the total allowable catch, and total allowable commercial catch 

In addition, MPI is reviewing deemed value rates for the following species:

  1. Elephant Fish (ELE 1, 2, 3, 5, 7)
  2. Kingfish (KIN 1, 2, 3, 4, 7, 8)
  3. Leatherjacket (LEA 1, 2, 3, 4)
  4. Rough Skate (RSK 1, 3, 7, 8)
  5. Smooth Skate (SSK 1, 3, 7, 8)
  6. Sea Perch (SPE 1, 2, 3, 4, 4 (CI), 5, 6, 7, 8, 9)
  7. Stargazer (STA 1, 2, 3, 4, 4 (CI), 5, 6, 7, 8)

Submissions

MPI welcomes written submissions on the proposals contained in the consultation paper. All written submissions must be received by MPI no later than 4 pm, Friday 9 August 2013.

For the SNA 1 and BNS Initial Position Papers, the closing date for submissions is 4 pm, Friday 23 August 2013.

In August 2013, MPI will compile final advice and recommendations on the proposal to the Minister for Primary Industries.  A copy of the final advice and the Minister’s letter setting out his final decisions will be posted on the MPI website as soon as these become available.
